Then incorporate Promotion and Relegation between the two just like every where else in the world. This would make competition for all the teams better and strive to be better teams and give the fans what they really want, teams battling not only for first place but to stay within or advance to the Premier Division. Start the new year with the new teams in the Teir 2 division and the existing MLS teams in the Premier Division and then start the Promotion and Relegation in 2011. That way any new teams that want to join the league in the subsequent years join in the 2nd Division. This would really boost Soccer in North America.
